Completion: 2015The Locks, a $6.1 million project, advances Rock Island’s growing need for market-driven, live-work housing and supports the Federal Transit Administration’s Livable Communities Initiative, an effort that strengthens the link between transit and communities. The Locks’ 34 housing units range in size from 615 to 1,974 square feet, and include studio, one, two, and three bedroom units with secure, covered parking located on the first floor.Rock Island Economic Growth Corporation (GROWTH), Rock Island County Metropolitan Mass Transit District (MetroLINK), and the City of Rock Island partnered together to create the Transit-Oriented Development (TOD). The TOD includes The Locks, a new 34-unit transit-oriented housing development; District Station, MetroLINK’s new transit station; and bikeway and infrastructure improvements.The Locks’ funding sources include the City of Rock Island, financing from Bank Orion and Guaranty Bank, Illinois Housing Development Authority (IHDA), Illinois Attorney General National Foreclosure Settlement Funds, and program income from GROWTH’s Neighborhood Stabilization Program 2 (NSP 2). The development team for The Locks includes GROWTH (developer), Encore Construction (general contractor), Southwest Design Associates (architect), Applegate & Thorne-Thomsen, P.C. (attorney), and Laborers’ Home Development Corp. (property management company).Just south of The Locks is MetroLINK’s new District Station, located at 1975 2nd Ave. MetroLINK formerly operated its Rock Island transfer hub from the corner of 16th Street and 3rd Avenue.The desire to incorporate a new transit station within downtown Rock Island had been a part of MetroLINK’s strategic plan for more than a decade, and was made possible by a Federal Transit Administration (FTA) Section 5309 Bus and Bus Facilities Livability Initiative Grant of approximately $2.1 million. Continued ridership growth and fleet expansion has increased the number of transfers in downtown Rock Island to more than 2,000 daily.
The Locks builds upon the success of GROWTH’s previous downtown multifamily developments. Completed downtown housing projects by GROWTH include: Goldman Family Block ($1 million), Jackson Square ($8.8 million), McKesson Loft Condominiums ($6.5 million), Voss Brothers Lofts ($5.5 million), Murphy Lofts ($635,000), Bowlby Condominiums ($750,000), Sala Flats ($5 million), Clipper Condominiums ($2 million), and Goldman and Renaissance Lofts ($6.3 million). To date, GROWTH has been successful in leveraging more than $160 million in revitalization efforts throughout the city of Rock Island.
